Justice Hedley who opted to be the Judge to hear the case in the High Court of Justice of England and Justice Hedley also opted to hear future hearings in regards to the following case:

Honorable Justice Hedley, this case involves the abduction of Sebastian John Raul Pavon Cuellar, abducted from Mexico City on December 3, 2007 in breach of an International Settlement Agreement endorsed by material witnesses of the British Embassy and United States Embassy as well as the Central Authorities of Mexico.

This was followed by Samantha Lowry (the abductor) who was an illegal alien in the United States at the time of the events, and in concert with her family planned a fraud against Daniel Pavon Cuellar since December 2006, then after the birth of the child on March 29, 2007 Samantha turned hateful against the child and Daniel and claimed she did not want the child and could not cope with him.

This was followed that on May 16, 2007 Samantha asked to marry Daniel, and a trip to Mexico City was planned.

On May 25, 2007 Daniel and Sebastian left to Mexico City and Samantha Lowry was to arrive on May 28, 2007, but did not.

In fact, right after Daniel and Sebastian left to Mexico, Samantha Lowry and her family obstructed the return of Texas Resident Daniel Pavon Cuellar and his son to United States by all possible means; 

Samantha Lowry Trespassed into Daniel Pavon home, place all types of restrictions and false claims against him, to steal all the property from him and from his family in secret. While Daniel and Sebastian were awaiting for her in Mexico.

The fraud and deception to teh Justice system can be clearly seen that on May 30, 2007 Samantha Lowry having all the documents of Daniel Pavon and Sebastian, started secret proceedings in Texas and claimed the child was in Austin Texas with risk of International abduction, and placed restrictions against the Daniel Pavon to obtain any travel documents for the child, while in fact, Samantha Lowry had them, and even as of June 1, 2007 once Samantha Lowry did not arrive to Mexico, Daniel Pavon was asking for their travel documents to return to Texas. But Samantha refuse to send them, even Daniel Pavon and Sebastian went to Laredo (12 hours each way)on June 3, 2007  were Samantha Lowry was to send anyone with their travel documents to enter the United States, but did not, Samantha Lowry did not even told Daniel she would not send anyone.

The perversity of this woman and her family to steal all the assets of the Pavon Cuellar family was perverse, and during the time of these events, Samantha Lowry Family members Scarlett Lowry, Joseph Lowry and Samantha’s boyfriend Tristan Nind use physical violence against the elderly parents of Daniel Pavon in Mexico, and continued with all types of dead threats, rape threats, beating threats against Daniel Pavon Cuellar, and writing to Daniel Pavon Cuellar how Samantha and her family, while trespassing in his home, were destroying all his property in Texas while still preventing him  from returning to Texas and making all types of false claims against him, followed with her family members committing  murder attempts against the parents of Daniel Pavon, same  that were reported to Police.

Honorable Justice Hedley , clear and convincing evidence shows Samantha Lowry continued to obstruct the return of Daniel Pavon and Sebastian to United States, even as of August 10, 2007 still claimed the child was in Austin Texas to obtain a child support (without the child) and claimed Daniel did not pay and therefore to sale all his home and other property to pay her for such child support without the child, and keeping such proceedings secret and obstructing due process of Daniel Pavon. Even in those proceedings Samantha Lowry still claimed the child was in Austin, Texas with risk of International abduction and continue with restrictions against Daniel to obtain any travel documents for the child, while Daniel and Sebastian were still trying to return to Texas and requesting their travel documents.

The purpose of Samantha Lowry family becomes imminent by what they won in secret and how was obtained:

Samantha won on August 13, 2007 all types of illegal amounts, and concealed such decree while she started to sale such property of Daniel Pavon.

Then by Samantha Lowry in conspiracy with others, claiming all events happened in Travis County Texas to gain false Jurisdiction, also sued the parents of Daniel Pavon in secret and won 35 million dollars  and more on August 22, 2007.                             ALSO KEPT SECRET

Samantha Lowry also concealed this Judgment to sell al the assets and property, empty the bank accounts of the elderly parents of Daniel Pavon without notice or their knowledge and OUT OF JURISDICTION.

The elderly parent of Daniel Pavon found their bank accounts were emptied and their properties were been auctioned around the end of October, 2007 and hired an attorney.

Soon after a settlement agreement was reached by all attorneys of the parties on both sides and where Samantha renounce to all she obtained by fraud, deception and theft and also return the homestead of Daniel pavon and his property and documents.

Daniel even agree to hold Samantha Lowry and her family harmless of any criminal charges from all their criminal acts of violence and fraud.

The International Settlement Agreement of December 3, 2007 was endorsed by material witnesses of the British Embassy and United States Embassy as well as the Central Authorities of Mexico who Daniel contacted since June 2007 requesting their help and reporting the crimes of Samantha Lowry, the International Settlement Agreement was also filed in Travis County Courts and public deed records of Mexico and protects the child and ordered to remain in Mexico, and even the Consul of the United States of America Embassy in Mexico Cecil Kelly Scott,  personally agree and took the duty to ENFORCE  such agreement.

Please observe the perversity of Samantha Lowry who on such day the International Settlement Agreement was executed, Samantha Lowry requested a DNA test of her son to take place on December 4, 2007, but she kidnapped the child with her boyfriend Tristan Nind before such DNA took place.

Daniel Pavon Cuellar commenced proceedings under  the International Treaty of the
Hague Convention on the Civil Aspects of International Child Abduction on May 18, 2007 through ICACU ( International Child abduction Unit) who was suppose to act expeditiously and promptly, Daniel Pavon Cuellar has requested from ICACU, the reason why of their delays on the proceedings, but ICACU has not yet replied, not even to the Central Authorities of Mexico, who also requested from ICACU the reason why they delay nearly 10 months of the proper administration of the Hague Convention on the Civil Aspects of International Child Abduction. And why ICACU did not acted promptly and expeditiously, and why the father had not been supplied with the required information, even, the whereabouts of the child. Even ICACU has been also requested to supply some information how the solicitors of Samantha Lowry found of the Hague Proceedings (Solicitors From Rugby, England) and immediately filed documents in the High Court of Justice of England, to obstruct the Hague Convention on the Civil Aspects of International Child Abduction proceedings, in Violation of the Treaty itself, in Violation of the Hague Convention on the Civil Aspects of International Child Abduction.


Daniel Pavon Cuellar has even attempted to obtain information of his son that is usually ganted by
the Hague Convention on the Civil Aspects of International Child Abduction, even through the filing of forms C3, Form C4, Form C11, Form C 16, Form C18 filed in the High Court of Justice of England during previous proceedings, but up to date, Daniel Pavon knows nothing about his son whereabouts or any other information on his welfare, other then the serious concerns arise by his medical report recently obtained and been incomplete and vague.

See the recent medical report obtained of Sebastian since his abduction, that clearly shows her neglect and lack of proper medical care and attention to the child.

Honorable Justice Hedley, Human rights, Civil Rights were made to protect from all these serious and perverse violations, also the International Treaty of the
Hague Convention on the Civil Aspects of International Child Abduction.

Samantha Lowry has violated all the rights of Daniel Pavon Cuellar, but also of the child, also of the parents of Daniel Pavon, she disturb their peace, their privacy,  and steal their assets by fraud and deception, by theft.

Samantha Lowry manipulated the Justice system for her own gains.

We hereby request Honorable Justice Hedley, that the relief of the
Hague Convention on the Civil Aspects of International Child Abduction and the  Human Rights is granted and to stop the harm to the child, to Daniel Pavon by these acts of malice and perversity of Samantha Lowry to steal all assets of the Pavon Cuellar family, while using her own new born son.


We hereby request the child should be immediately returned to Mexico, were he was abducted from on December 3, 2007.

Honorable Justice Hedley, each of the records of evidence provided herein linked by the outlined words above, are records given by Samantha Lowry, and with further links there in that show much more of her perversity and harm caused by Samantha lowry and her family, including the murder of Daniel Pavon Cuellar father at the age of 79 years old, and right after he had deliver evidence against Samantha Lowry, who she claimed in writting, to be a mob with indomitability.

Daniel Pavon Cuellar has not spend not one single birthday with his son, not even one Christmas with his son, and his whereabouts remain concealed. This harm is permanent, irreversible.

Please exercise Due Diligence to prevent further harm to the child, the father and the Pavon Cuellar family and even if required, to exercise your inherent Jurisdiction for the Immediate return of teh child to rpevent any further harm that continues on a daily basis.

Furthermore, it is important for you to be aware, Samantha Lowry withhold by theft, all property of Daniel Pavon Cuellar, his home, work tools, furniture, PERSONAL DOCUMENTS, all. To further prevent him from even working, or having Due Process or even attempting any court outside of Mexico, reason why of the wording in the International Settlement Agreement of the Parents and their attorneys.

Justice will be served and the rights of the people involved respected, by the return of the child in accordance of the International Settlement Agreement.

Samantha Lowry et al, has also taken illegal possession by theft of a large colection of 1732 Original Masterpieces, these works are also cultural property of The Country of Mexico.

Honorable Justice Hedley, let also be remembered other acts of malice, of fraud and deception engaged by Samantha Lowry et al, and the request of Daniel Pavon Cuellar of June 11, 2007.
